Jay is the former Executive Director of the Army Applications Laboratory in Austin, TX and currently advises private sector organizations on National Security and Dual-Use investing while working directly with select technology companies. Prior to joining AAL, he was the Senior DoD Fellow at the Texas McCombs School of Business. Jay was the lead for Artificial Intelligence applications in the Army Futures Command's (AFC) Next Generation Combat Vehicle Cross-Functional Team and as program director for Project Convergence - the Army’s largest effort to make AI and data-enabled systems a reality at the technical edge. His career has included several opportunities to help design and bring emergent technology to soldiers on behalf of Defense Advanced Research Projects Agency (DARPA) and private industry. Jay has multiple combat deployments and has served in a variety of leadership positions in combat arms and intelligence organizations.

At Scout, Jay focuses on identifying and vetting high potential dual-use start-ups, and works directly with our portfolio companies and their founders to drive revenue. He helps grow our network in the private capital ecosystem as we continue to expand our focuses toward National Interest and National Security.
